The House approved a bill that would allow motorcycle riders to ride without helmets in Michigan, after bikers from all over rode into the state Capitol to support the bill. The change this year is that they would only be able do so if they purchased a special annual state permit and paid a fee. Critics called it unenforceable, and that it would unfairly raise insurance rates for all drivers because of the additional carnage on the highways.
